What Seniors Need to Know about SNAP Benefits
Updated Nov. 10, 2025
The Virginia Emergency Nutrition Assistance, or VENA, was set to begin distributing benefits on Monday, Nov. 3. Anyone who received SNAP benefits in October would receive VENA funds on their existing EBT cards in November. The benefits would be distributed weekly rather than monthly.
However, this plan has now paused, as the federal government plans to pay partial SNAP payments for the month of November. A statement from the Virginia Department of Social Services says that Virginians will receive 65% of their SNAP benefits by Thursday, November 13. The City of Norfolk is reporting that any remaining SNAP benefits must be spent before VENA funds can be accessed.

At Senior Services, we stand with older adults and advocate year-round with local, state, and federal leaders to protect essential programs and support for our community.
This is a difficult time for many families, but seniors are especially vulnerable to the effects of malnutrition and food insecurity. We also understand that spending more on food means spending less on other necessities.
